During November 2012, Development Action and Directis Consulting undertook a brief survey to explore recent changes to the administration of employment programs in BC. We contacted most of the organizations who had been sub-contracted through the Employment Program of British Columbia (EPBC) on Victoria Island and collected anonymous responses.

Key findings include the following:

  • 88% of organizations surveyed stating the change in administration of employment programs have had a negative (47%) or somewhat negative (41%) impact on their ability to help people access employment.

  • 71% stated they had fewer people using the service.

  • 65% of respondents felt their organization now offered less depth of assistance.

  • Many reported problems using the Integrated Case Management computerized database.

  • The 'fee for service' model was also cited as fundamental incompatible with the needs of people overcoming complex issues to find employment.

Follow the links below to download a pdf version of both the executive summary, and the full survey. The survey was undertaken independently by Development Action and Directis Consulting.

Thank you to everyone who participated in the survey. We hope the results can give evidence-based direction to EPBC and help focus dialogue on areas that need attention.

Questions and comments can be delivered to Lee Sentes, Director at Development Action and Susan Low, Principal at Directis Consulting.
